Liberal Industry Critic Backs ISP Accountability

Today, in response to the release of hundreds of pages of unresolved Internet openness complaints, Liberal Industry and Consumer Affairs Critic, Hon. Geoff Regan, announced his support for CRTC audits of Canadian ISPs' online traffic management practices.

Today, in response to the release of hundreds of pages of unresolved Internet openness complaints, Liberal Industry and Consumer Affairs Critic, Hon. Geoff Regan, announced his support for CRTC audits of Canadian ISPs' online traffic management practices.

This is a bold step in support of one of the structural solutions for Internet openness that we at OpenMedia.ca outlined in our report, Casting An Open Net. OpenMedia.ca also had a very productive meeting with Hon. Regan and Hon. Scott Brison on June 17th in Ottawa to discuss the report's recommendations, which clearly have been taken to heart.

Tangible legislative solutions OpenMedia.ca is calling on all MPs to support to address the structural problems causing problems like usage-based-billing include:

  • Enforcing regular ISP audits which would examine traffic management practices (as set against congestion), average speeds, billing practices (as set against costs), and regional broadband speed levels.
  • Reforming the CRTC appointment process by making it more accountable and transparent. The selection criteria should also include significant experience in the public interest or consumer advocacy community.
  • Separating wholesale and retail Internet service (i.e. functional separation)
